<한국어 리뷰>

 

경제학자 밀턴 프리드만의 위대한 저작. 이 책은 경제학 관련 서적이라기 보다는 한 편의 철학 서적이라고 보는 것이 옳을 것이다. 그러나 일반적인 철학 서적과 달리 이 책은 철저히 실제 이슈를 어떻게 인식하고 해결해야 할 것인가에 집중하고 있으며, 사변적인 논의가 아닌 합리적이고 실질적인 논의로 우리를 설득한다.

 

밀턴 프리드만은 분명하게 ‘자유’의 보장과 확보야말로 우리가 가장 행복하고 효율적인 사회 및 경제를 만들어가는 것임을 주장한다. 오직 자유만이 번영과 창의의 진정한 동력임을 여러 가지 예시를 통해 보이며, 따라서 경제 주체의 자유를 최대한 보장하는 시장경제가 다른 그 무엇보다 우월한 결과를 가져올 수 밖에 없음을 힘주어 말한다. 아울러 그는, 경제적자유와 정치적, 시민적 자유는 불가분의 관계이며, 경제적 자유야말로 정치적 시민적 자유를 위한 필요조건임을 주장한다. 또한 이러한 관계 속에서 필연적으로 경제적 자유를 충분히 보장하지 않는 사회는 정치적, 시민적 자유도 제한될 수 밖에 없음을 지적한다.

 

밀턴 프리드만의 거의 절대적이라고 할만한 시장에 대한 신뢰와 각종 정부개입에 대한 철저한 배제는 많은 비판을 받은 것도 사실이다. 그리고 그의 자유에 대한 무한한 신봉은, 80년대 신자유주의의 사상적 기반이 되었지만 그 실행 과정에서 많은 시장실패의 사례를 보이며 한계를 노출한 것도 사실이다. 그러나 그의 생각이 근본적으로 옳다는 것은, 미국 뿐 아니라 시장경제와 자유의 확대를 받아들인 세계 모든 국가에서 번영과 혁신의 과실을 가져다 주었다는 점에서 확실히 증명된 바 있다. 대한민국의 부흥, 실리콘밸리의 번영, 중국의 굴기와 같은 현상은 단순히 몇몇 영웅의 존재와 국가의 계획만으로 이루어 진 것으로 보아서는 안된다. 진정한 동력은 어디까지나 자유의 확대로 인해 시장 기능이 더욱 공정하고 원활하게 기능함으로써, 가치를 창출하는 자에게 부가 전달되는 과정이 외부 강압이라는 왜곡 없이 이루어진 것에 기인한 것으로 해석해야 한다. 영웅과 국가의 리더십은 어디까지나, 그러한 과정을 가능케 하거나 촉진한 것으로 보는 것이 오히려 타당할 것이다.

 

오늘날 우리는 다시 중상주의적 보호주의의 대두, 비판적 판단을 결여한 고립주의와 배타주의, 계급주의의 대두를 다시 경험하고 있다. 인류가 두 차례의 세계대전 이후 뼈저리게 깨달은 교훈을 바탕으로 자유와 평화를 바탕으로 한 이상주의를 추구하며 현재의 번영을 이룩해 낸 것을 다시 한 번 상기하여야 한다. 그러한 의미에서 밀턴 프리드먼의 저작은 이 책이 처음 출판된 1960년대에 그러하였던 것처럼, 다시 시대의 문제작으로서 다시 음미해 볼 가치가 있다고 하겠다.

Capitalism and Freedom is the fundamental basis of Milton Friedman's liberalism. This is more of a philosophical essay rather than an economic one. However, it strictly has its feet on the ground by forming and explaining its core concepts with real issues. 

 

Milton Friedman clearly articulates that the ultimate goal of his philosophy is to preserve freedom from all coercion, which would inevitably diminish one's right to choose, a fundamental component of freedom. According to Friedman, freedom is the one true driving force behind economic prosperity, creative innovation and social improvement in a general and comprehensive sense. A free market spontaneously developed and operated by a participant with minimum restrictions on his freedom is, therefore, the most crucial provision in a truly free society. Friedman basically believes that economic freedom is necessary to political and civil freedom, and hence they cannot be separated as a necessary corollary. He slightly reshapes his opinion in later years, though this core idea never changed.

 

There are many criticisms on Friedman's idea especially regard to his absolute trust in free market and almost fundamentalist-like distrust in the government's introversion. Nonetheless, his core belief in importance of freedom and his honest and sincere approaches to advocate it has garnered strong support in the United States over time. It eventually became the country's primary ideology which powered its long-term dominance. It also is spread widely to other parts of the world and eventually yielded desirable changes and significant economic development wherever it was accepted and rooted. 

 

These days, I notice an alarming amount of disheartening decisions made throughout the world such as: the resurrection of mercantilism-like protectionism and people’s support for populist or authoritarian figures without deeply thinking about the consequences. At this time we should once again reflect on our modern history of great progress and ask: what actually led to all this prosperity and evolutionary improvement? 

 

I think ‘Capitalism and Freedom’ has become a provocative reading requirement once again at this moment as it was when it first published in the 1960s. Because of our forgetfulness and ignorance, we are at a crossroads of further progress and gradual decline; now is the right time to review Friedman and his passion for freedom.
